Participating Physician Organizations (PPOs)

While not actually a type of healthcare insurance, PPO's do have a significant impact on healthcare costs. As its name implies, a PPO is an organization of physicians. PPOs also include medical facilities like hospitals. In exchange for patient referrals, they agree to be bound by a schedule of fees which are negotiated by (typically) insurance companies. These negotiated fees are usually lower than the usual and customary fees a doctor or hospital would charge. Because PPOs tend to have a vast number of participating doctors and hospitals, patients have a lot of freedom when choosing their healthcare providers. Most major medical health insurance plans incorporate the use of a PPO to lower the overall cost of healthcare.

Discount Medical Card.

While not a healthcare insurance policy, a discount medical card can provide you with lower medical costs. For those who do not have healthcare insurance due to a medical condition, or for those who are unable to pay the cost of individual health insurance, a discount medical card might be appropriate. Because this plan is not insurance, there are no health qualifications; and the monthly costs are far lower than those for a typical health insurance policy. A member receives a discount medical card which entitles him/her to the rates established by the underlying PPO. The difference between usual and customary fees and PPO rates can be quite substantial.

Consumer Driven Health Care

In 2003 the Medicare Prescription Drug, Improvement, and Modernization Act was signed into law. This created tax-deductible Health Savings Accounts (HSAs) which are pre taxed private bank accounts for the purpose of paying for medical items or services. Consumers wishing to use an HSA must also be enrolled in a qualified high-deductible insurance plan. As of 2007, qualifying plans must have a minimum deductible of $1,050.
